Coast Guard investigates report of Gulf oil well leak

(Reuters) - The Coast Guard was responding to a report that a crewboat struck an inactive wellhead off the Louisiana coast, and that the platform was discharging an unknown quantity of an oily-water mixture, the agency said on Wednesday.

It said reports indicated a 42-foot (13-metre) crewboat, the Sea Raider, had struck a wellhead owned by Swift Energy on Tuesday evening, and that the energy company had said the wellhead was shut down in 2007.

A small sheen had developed, Ensign Tanner Stiehl said.

"We don't know the specific oil content," said Stiehl.

The Coast Guard was working with federal, state and local agencies plus Swift Energy on the response.

Swift Energy had no immediate comment but said it would issue a statement soon.

The incident occurred about nine miles southwest of Port Sulphur, a small town along the lower Mississippi River some 50 miles south of New Orleans.

There has been a heightened awareness of spills of any magnitude since the Deepwater Horizon disaster that killed 11 rig workers and spilled millions of barrels of oil into the Gulf of Mexico in 2010.

Oil giant BP is currently on trial in a civil case in New Orleans over the spill.

Potential liabilities stretch into the tens of billions of dollars if the judge determines BP or the other defendants were grossly negligent. Oil came ashore from Texas to Florida, threatening livelihoods and state economies dependent on seafood and tourism.

Coroner vows open inquiry into Litvinenko death

LONDON (Reuters) - A British coroner said on Wednesday he would hold an open and "fearless" inquiry into the murder in 2006 of former KGB agent Alexander Litvinenko after Britain asked for sensitive information about the death to be kept secret.

Litvinenko, 43, who had been granted British citizenship and had become a vocal critic of Russian leader Vladimir Putin, died after someone slipped polonium-210, a rare radioactive isotope, into his cup of tea at a plush London hotel.

At a pre-inquest hearing on Tuesday, lawyers for the British government argued information it held should be subject to a public interest immunity (PII) certificate, barring disclosure which they said would seriously harm national security.

The lawyer for Litvinenko's family argued Britain was trying to hide details of his work for its MI6 intelligence service, and material which showed Russia was behind his death, because London wanted to protect lucrative Russian trade deals.

Ties between Britain and Russia fell to a post-Cold War low in the immediate aftermath of Litvinenko's death, but British Prime Minister David Cameron has tried to improve relations and strengthen business links since coming to power in 2010.

The coroner, High Court judge Robert Owen, ruled he would go ahead with private hearings to consider the government's request, but said he would only allow material to be kept secret where that served the public interest better than disclosure.

He promised the PII request from British Foreign Secretary William Hague would be "subjected to the most stringent and critical examination".

"It is my duty to carry out a full, fearless and independent investigation into the circumstances of the death of Mr Litvinenko. That, I intend to do," Owen told Wednesday's hearing at London's Royal Courts of Justice.

"(The inquest) will be conducted with the greatest possible degree of openness and transparency," Owen said.

Under British law, inquests conducted by coroners are held when a person dies unexpectedly to determine the cause of death.

Owen said he would go ahead with closed hearings this week when the government will put forward its case why certain material should be withheld from the inquest.

Anything that is subject to PII would be excluded from evidence and would not form part of Owen's final judgement.

Ben Emmerson, the lawyer for Litvinenko's widow Marina, said on Tuesday this could result in a situation where Owen could be shown secret evidence which conclusively showed the Kremlin was complicit in murder, but would then have to issue a public judgment which exonerated Russia of any involvement.

A previous hearing has already been told the British government possessed information which established "a prima facie case" that the Russian state was behind the killing.

British police and prosecutors have also said there was enough evidence to charge two former KGB agents, Andrei Lugovoy and Dmitry Kovtun, with murder. Lugovoy denies any involvement and Moscow has repeatedly dismissed allegations it ordered Litvinenko's death to silence him.

Marina Litvinenko said although Owen's decision was not ideal, she had faith in his commitment that crucial facts about her husband's death would not be covered up.

"I believe he will do exactly what he said to me," she told reporters. "I do trust him. I believe he is still in the same position that if he sees evidence the Russian state is behind the crime he will use it."

Owen said the next hearing to decide when the full inquest will start would take place on March 14.

Kyle Larson has no hesitation about racing again

CHARLOTTE, N.C. (AP) ? Kyle Larson won't have a second thought about getting back in a race car following his frightening crash at Daytona International Speedway.

More than two dozen fans were injured Saturday when Larson's car sailed into the fence on the final lap of the Nationwide Series race and debris ? including a tire ? flew into the grandstands. Larson was uninjured, but many fans wondered if the severity of the accident would shake the nerves of the 20-year-old NASCAR rookie.

Not a chance.

"I've been in some really bad wrecks, I'm sure I'll have more throughout my career," Larson told The Associated Press in a telephone interview Tuesday. "I know crashing is part of the risk we take being race car drivers. It happens. I'm not emotionally (upset), that wreck doesn't make me nervous."

Larson, a development driver for Chip Ganassi Racing who has been praised as the next big superstar by the likes of Tony Stewart, Jeff Gordon and Kasey Kahne, will be back in the Nationwide car this weekend at Phoenix International Raceway. He is also scheduled to run a USAC race Friday night at Canyon Speedway Park.

After pulling out of a non-winged race Saturday night in Ocala, Fla., after the wreck at Daytona ? "I wanted to be respectful to the fans who were still in the hospital. I didn't think it would be right to go have fun while they were hurting," he said ? Larson is eager to get back in the car.

The Daytona wreck, after all, wasn't even the worst of his career. Although it looked awful, and the front-end of Larson's car was sheared off, his engine was wedged in a hole in the fence ? Larson believes his accident in a midget car at Eldora Speedway last September was worse: His car flipped after hitting the wall and was hit broadside by another car.

"Off the top of my head, that wreck at Eldora hurt more and was just as scary. I almost had a car come in my cockpit," Larson said.

Still, last Saturday's wreck, in Larson's debut Nationwide Series race, was the first time his car has ripped a fence and disintegrated so badly. He said he only thought his car had gone upside down, and he wasn't aware he'd hit the fence until he saw the wreckage.

"It happened so fast, I kind of thought I'd gone upside down so I was not expecting to see half my car gone," Larson said. "I wasn't expecting to see my engine caught up in the fence. So I was definitely in some shock when I got out of the car and saw it torn apart. I've never had an accident like that where I'd got caught up in the fence, so that was a little different. Kind of a freak deal."

Among the issues NASCAR is researching from Saturday's crash is why Larson's car disintegrated the way it did when it hit the fence.

Seven people with crash-related injuries remained hospitalized in Daytona Beach in stable condition, Halifax Health spokesman Byron Cogdell said Tuesday morning. Also Tuesday, an Orlando law firm said three fans injured in the accident have retained its services.

Larson, meanwhile, is a little disappointed the Nationwide accident and an incident with C.E. Falk III in the "Battle at the Beach" race are the two lasting memories of his Daytona debut.

Larson opened Speedweeks with a second-place finish in the ARCA race, his first ever event at Daytona. But the buzz around him turned negative two days later when he spun Falk on the final lap to win the Whelen All-American Series Late Model race.

Larson was criticized for the move on Twitter by several top-name Sprint Cup Series drivers, and fans also lashed out at the young driver. He said Tuesday he has mixed feelings about the backlash.

"I got in the back of him and spun him coming to the checkers, which was not very nice, and I got a lot of criticism for that and people lost a lot of respect for me for that," Larson said. "I care because people who are huge backers of me and said I'm the greatest driver ever, now one incident and all of a sudden I am the worst race car driver ever. That's not how I race. But I watched videos, a little bit of races at Bowman-Gray, to get prepared and it seemed like every video I watched if the guy in second place was close, they won.

"I did what I thought I had to do to win the race. Looking back, I made a mistake in how I went about it. I wouldn't go back and not try to win the race, but I would probably do something a little different."

If he really had a do-over on Daytona, though, Larson would want the talk to be about how well he was running in the Nationwide race before the final accident, and how he ran in six different cars in seven days. He won twice, counting a victory in a midget race at New Smyrna.

"It was definitely an up and down Speedweeks, but I ran six different race cars and not many people get to do that in their career. I got to do it in a week-and-a-half," Larson said.

(AP) ? Lindsay Lohan's attorney has suggested to prosecutors that the actress serve as a motivational speaker and perform non-jail activities to resolve her latest criminal case, according to a letter obtained Tuesday.

The letter from lawyer Mark Heller proposed several alternatives for Lohan, who could be sent to jail if a judge determines her actions in a traffic crash violated terms of her probation in a previous theft case.

His letter states that Lohan's turbulent home life has deeply impacted her and requires a different approach in the case.

The actress plans to spend time recording public service announcements and make "periodic visits to schools, hospitals, and other venues where she may provide inspirational talks, encouraging children to pursue positive goals and avoid bad habits," states the letter filed on Friday and released by the court Tuesday.

Heller also proposed the establishment of a nonprofit foundation in Lohan's name to benefit young people.

The actress "has made a commitment to herself to elevate her life and participate in activities which will advance her desire to lead a model life," Heller wrote in a motion seeking a delay in the case that returns to court on Friday. Trial is now set for March 18.

Lohan is charged with three misdemeanor charges of reckless driving, lying to police and obstructing officers from performing their duties. She has pleaded not guilty.

The actress could face 245 days in jail if she is found to be in violation of her probation.

The star of "Mean Girls" and "Freaky Friday" was sentenced to psychotherapy in November of 2011 in cases involving theft and drunken driving charges, but she has not been required to attend counseling since being placed on informal probation in March 2012.

Those terms were imposed by Judge Stephanie Sautner, who is retiring and will no longer handle Lohan's case.

The crash that prompted the current charges occurred in June on Pacific Coast Highway while Lohan was on the way to a movie shoot.

Terry White, chief deputy city attorney in Santa Monica, declined comment on the letter. He said discussions about a possible resolution are scheduled to take place this week.

Lohan, 26, was on her way to a beach shoot with another person for the TV movie "Liz and Dick" when her car crashed into the back of a dump truck. Police allege she lied about being behind the wheel.

Heller is also seeking dismissal of the charges against Lohan, arguing that police ignored her when she said she didn't want to be interviewed without her attorney present.

Lohan was at the hospital at the time, not in custody, and showed no signs of impairment when officers gave her a field sobriety test, the lawyer said.

Doubts Emerge on the Value of Very Low Cholesterol Levels

Soon after Joseph Francis learned that his levels of ?bad? LDL cholesterol sat at twice the norm, he discovered the short?comings of cholesterol-lowering drugs ? and of the clinical advice guiding their use. Francis, the director of clinical analysis and reporting at the Veterans Health Administration (VA) in Washington DC, started taking Lipitor (atorvastatin), a cholesterol-lowering statin and the best-selling drug in pharmaceutical history. His LDL plummeted, but still hovered just above a target mandated by clinical guidelines. Adding other medications had no effect, and upping the dose of Lipitor made his muscles hurt ? a rare side effect of statins, which can cause muscle breakdown.

So Francis pulled back to moderate Lipitor doses and decided that he could live with his high cholesterol. Later, he learned that other patients were being aggressively treated by doctors chasing stringent LDL targets. But Francis found the science behind the target guidelines to be surprisingly ambiguous. ?You couldn?t necessarily say lowering LDL further was going to benefit the patient,? he says.

The standard advice may soon change. For the first time in more than a decade, the US National Heart, Lung and Blood Institute is revising the clinical guidelines that shaped Francis?s treatment (see ?How low can you go??). Expected to be released later this year, the fourth set of guidelines, called ATP IV, has been drawn up by an expert panel of 15 cardiologists appointed by the institute. The guidelines will set the tone for clinical practice in the United States and beyond, and will profoundly influence pharmaceutical markets. They will also reflect the growing debate over cholesterol targets, which have never been directly tested in clinical trials.

Since 2002, when ATP III called on doctors to push LDL levels below set targets, the concept of low cholesterol has become synonymous with heart health. Patients brag about their cholesterol scores, physicians joke about adding statins to drinking water, and some hospitals reward doctors when patients hit cholesterol targets.

In 2011, US doctors wrote nearly 250 million prescriptions for cholesterol-lowering drugs, creating a US$18.5-billion market, according to IMS Health, a health-care technology and information company based in Danbury, Connecticut. ?The drug industry in particular is very much in favour of target-based measures,? says Joseph Drozda, a cardiologist and director of outcomes research at Mercy Health in Chesterfield, Missouri. ?It drives the use of products.?

ATP III reflected a growing consensus among physicians that sharply lowering cholesterol would lessen the likelihood of heart attacks and strokes, says Richard Cooper, an epidemiologist at the Loyola University of Chicago Stritch School of Medicine in Illinois, who served on the committee that compiled the guidelines. The committee drew heavily on clinical data, but also took extrapolations from basic research and post hoc analyses of clinical trials. LDL targets were set to be ?less than? specific values to send a message, Cooper says. ?We didn?t want to explicitly say ?the lower the better? because there wasn?t evidence for that,? he says. ?But everybody had the strong feeling that was the correct answer.?

By contrast, the ATP IV committee has pledged to hew strictly to the science and to focus on data from randomized clinical trials, says committee chairman Neil Stone, a cardiologist at Northwestern University School of Medicine in Chicago. If so, Krumholz argues, LDL targets will be cast aside because they have never been explicitly tested. Clinical trials have shown repeatedly that statins reduce the risk of heart attack and stroke, but lowering LDL with other medications does not work as well. The benefits of statins may reflect their other effects on the body, including fighting inflammation, another risk factor for heart disease.

Krumholz?s scepticism is rooted in experience. In 2008 and 2010, the Action to Control Cardiovascular Risk in Diabetes (ACCORD) clinical trial challenged dogma when it reported that lowering blood pressure or blood sugar to prespecified targets did not reduce the risk of heart attack or stroke. In the case of blood sugar, the risks were worsened. The trial demonstrated the folly of assuming that risk factors must have a causal role in disease, says Robert Vogel, a cardiologist at the University of Colorado, Denver. ?Short people have a higher risk of heart disease,? he says. ?But wearing high heels does not lower your risk.?

Jay Cohn, a cardiologist at the University of Minnesota Medical School in Minneapolis, also worries that the focus on LDL levels offers up the wrong patients for statin therapy. Most of those who have a heart attack do not have high LDL, he notes. Cohn advocates treating patients with statins based on the state of health of their arteries, as revealed by noninvasive tests such as ultrasound. ?If your arteries and heart are healthy, I don?t care what your LDL or blood pressure is,? he says.

?We can?t just assume that modifying the risk factor is modifying risk.?
Not all cardiologists want to abolish LDL targets. Indeed, Seth Martin, a fellow in cardiology at Johns Hopkins University School of Medicine in Baltimore, Maryland, believes that ATP IV should reduce LDL targets further. The simplicity of targets has helped to deliver an important public-health message, he says, and motivated many patients to get the statin therapy that he believes they need. ?Just to throw that out the window doesn?t seem like the ideal scenario.?

Whatever the decision, the pharmaceutical industry will be watching closely, says Donny Wong, an analyst at Decision Resources, a market-research company based in Watertown, Massachusetts. Although most statins are off patent, the big pharmaceutical companies are racing to bring the next LDL-lowering drug to market. In particular, millions of dollars have been poured into drugs that inhibit a protein called PCSK9, an enzyme involved in cholesterol synthesis. This approach lowers LDL but has not yet been shown to reduce heart attacks or strokes.

Francis expects the new guidelines to relax the targets. He and his colleagues decided last autumn to change the VA?s own clinical standards, so that they no longer rely solely on an LDL target but instead encourage doctors to prescribe a moderate dose of statin when otherwise healthy patients have high LDL cholesterol. The ATP IV guidelines will take a similar approach, he speculates, noting that the VA consulted several outside experts who are also serving on the ATP committee.

Despite an increasingly vegetarian diet, Francis?s cholesterol has not budged. ?Sometimes I want to call my physician and say, ?Don?t worry about that target,?? he says. ?It?s going to be changing very soon.?

Fiennes pulls out of Antarctica trek

Sir Ranulph's team mate Ian Prickett: "We could be in for a week, we could be in for another day"

Sir Ranulph Fiennes has pulled out of an expedition across Antarctica during winter because of severe frostbite.

The 68-year-old was injured after a fall while skiing during training at a base camp in Antarctica. He used his bare hands to fix a ski binding in temperatures around -30C.

His evacuation to South Africa is being hampered by blizzard conditions.

Sir Ranulph is said to be "gutted," but his five team-mates will still embark on the 2,000-mile (3,219km) trek.

Tony Medniuk from the "Coldest Journey" expedition said Sir Ranulph had been due to lead the team from the front on skis, and had been practising his skiing in whiteout conditions when he fell.

"In seeking to reattach his binding he felt that he couldn't get it on and had to take his glove off in very cold conditions and exposed his hand to snow and as a consequence he has contracted frostbite," he told the BBC.

"After five years of preparation, a small slip like this and a few moments can undermine the most meticulous preparation," he added.

The team is attempting to evacuate Sir Ranulph by transporting him by skidoo to the Princess Elisabeth Station, about 70km away from his current position. From there he will be flown to Novo to get a connecting flight to Cape Town.

Blizzard conditions are currently making any evacuation impossible and Sir Ranulph will be unable to move until conditions ease.

The trek is known as The Coldest Journey on Earth. No human being has managed to walk across Antarctica in winter.

The team will face some of the toughest conditions on Earth - near permanent darkness and temperatures dropping close to -90C.

The expedition - from the Russian base of Novolazareskaya to the Ross Sea - is due to begin on 21 March and is expected to take six months.

The journey is to benefit Seeing is Believing, a charity which tackles avoidable blindness.

Sir Ranulph's past feats include becoming the first person to reach both poles by surface means and the oldest Briton to reach the summit of Mount Everest, aged 65.

Guinness World Records describes him as the world's greatest living explorer.

This is not the first time the explorer has experienced frostbite. In 2000, he lost the fingers on his left hand during an unaided attempt to reach the North Pole.

When he returned to the UK, he was told he would have to wait several months before they could be amputated to allow the partially damaged tissue to heal. But he decided to do the job himself and carried out the amputations using a fretsaw.

If you need a more powerful router than what the DS213air offers, the Centria is the better option of the two.? If you are mostly focused on NAS capabilities, then look to the DS213air.? One other caveat with the Centria: there are some issues with the Desktop Genie app you can install to manage it.

Specs
The Centria's design is the same boxy shape introduced with Netgear's R6300 router. This large device operates upright on a built-in stand. Design is one of the big drawbacks of the R6300, in my view. The bulky case makes placement options within an entertainment center, for example, limited.

The model I tested, the WNDR4720, is an N900 dual-band router with integrated 2TB of storage on a 3.5" SATA HDD. There are two USB 3.0 ports and an SD card slot. The Centria also has four Gigabit LAN ports and a Gigabit WAN port.

On the side of the case are three buttons: WPS, WiFi on/off, and a one-touch backup button. LEDs on the front correspond to each button and are lit when the buttons are activated. On the opposite side of the case is a door that opens to where the HDD sits. It's a bit of an effort of get your fingers around the HDD to pull it out. The drive's backplane sits so far deep into the Centria that it's somewhat difficult to ensure that the drive is seated properly. You'll know if it isn't if you don't see the HDD's LED light up green when the Centria is powered on.

There are also five more LEDs on the bottom front panel, one each, representing status of power, WAN connection, WiFi, HDD status, and USB device connection.

Centria Setup
The WNDR4720 ships with wireless networking pre-configured. In fact, the SSID and password are printed on a sticker affixed to the unit. As soon as I powered the Centria up, I saw two Netgear SSIDs?one for the 2.4 GHz radio and one for 5GHz, in Windows' listing of wireless networks.

You still want to go through the setup process to establish your WAN connection and make sure settings are the way you want. To do this, open a browser from a computer connected to the Centria, to the address routerlogin.net.? This kicks off the Netgear Genie setup wizard.

The setup process has been updated in Netgear's newer device line, as I first noticed when reviewing the R6300. I was impressed that the setup wizard elegantly avoided any possible IP address conflicts with my ISP assigned address by changing the router's IP addressing appropriately.

The setup wizard then checked my internet connection. I received confirmation that I was connected to the Internet and the interface displayed the router's settings including the wireless settings, the HDD state. The wizard then scanned for any connected USB devices.

Setup gives you the option of installing Netgear's newer management apps: the Desktop Genie, for monitoring and repairing your home network, and ReadyShare Vault?a backup app. While I'll dig deeper into each app in separate reviews, I did install the Desktop Genie, since it's relevant to managing the router functionality in the Centria. After installing the desktop version of genie, I encountered a few issues.

Genie Conflicts
When you install the Desktop Genie, you can use the shortcut to it on a desktop to get to the router's settings and monitoring tools. Typically, you would just open a browser to the IP address of the router, and use the device's management software for configuration, which is also called the Netgear Genie. The fact that both are named Genie is confusing.

Desktop Genie is a newer interface for Netgear products introduced in 2011. Instead of having to open a browser and go to the IP address of the device's interface, you can double-click the Genie shortcut on the desktop. The Desktop Genie has more features than the default Genie interface you get by typing in the IP address of the router in a browser.

I found Desktop Genie was problematic to use. When I first opened it, I was greeted with a Login Failed error message, despite the fact I could go into the browser-based interface using the same admin login and password. There was a little help icon to give me more information about the error. The additional information was that I was getting a login failure because "your Netgear router does not yet support all desktop genie features," and that is was something Netgear was working on.

There were areas within Desktop Genie I could access at times, and that I would then would get a login failure message in later tries. For instance, I was able to click a monitoring icon and see a nice real-time graph of my router traffic, but then when I clicked to go into wireless settings, I would get the failure notice.

?Desktop Genie became so prohibitive to continuing my review of the Centria that I closed it and did the rest of the review by just going to the Web interface of the router?the regular Genie, as I refer to it.

As mentioned, I'll dive deeper into the Desktop Genie in a separate review. The app has a lot of promising capability but functions like beta software when used with the Centria. This is despite the fact that the Desktop Genie webpage lists the Centria as a supported router.

(AP) ? Raul Castro announced Sunday that he will step down as Cuba's president in 2018 following a final five-year term, for the first time putting a date on the end of the Castro era. He tapped rising star Miguel Diaz-Canel as his top lieutenant and first in the line of succession.

The 81-year-old Castro also said he hopes to establish two-term limits and age caps for political offices including the presidency ? an astonishing prospect for a nation led by Castro or his older brother Fidel since their 1959 revolution.

The 52-year-old Diaz-Canel is now a heartbeat from the presidency and has risen higher than any other Cuban official who didn't directly participate in the heady days of the revolution.

"This will be my last term," Castro said, his voice firm.

In his 35-minute speech, Castro hinted at other changes to the constitution, some so dramatic that they will have to be ratified by the Cuban people in a referendum. Still, he scotched any idea that the country would soon abandon socialism, saying he had not assumed the presidency in order to destroy Cuba's system.

"I was not chosen to be president to restore capitalism to Cuba," he said. "I was elected to defend, maintain and continue to perfect socialism, not destroy it."

Castro fueled interest in Sunday's legislative gathering after mentioning on Friday his possible retirement and suggesting lightheartedly that he had plans to resign at some point.

It's now clear that he was serious when he promised that Sunday's speech would have fireworks, and would touch on his future in leadership.

Cuba is at a moment of "historic transcendence," Castro told lawmakers in speaking of his decision to name Diaz-Canel to the No. 2 job, replacing the 81-year-old Jose Ramon Machado Ventura, who fought with the Castros in the Sierra Maestra.

Castro praised Machado Ventura and another aging revolutionary for offering to leave their positions so that younger leaders could move up.

Their selflessness is "a concrete demonstration of their genuine revolutionary fiber ... That is the essence of the founding generation of this revolution."

Castro said that Diaz-Canel's promotion "represents a definitive step in the configuration of the future leadership of the nation through the gradual and orderly transfer of key roles to new generations."

"Our greatest satisfaction is the tranquility and serene confidence we feel as we deliver to the new generations the responsibility to continue building socialism," he added.

On the streets of Havana, where people often express a jaded skepticism of all things political, there was genuine excitement.

"This is the start of a new era," said Roberto Delgado, a 68-year-old retiree walking down a street in the leafy Miramar neighborhood. "It will undoubtedly be a complicated and difficult process, but something important happened today."

"I'm mesmerized," added Regla Blanco, 48. "You thought that with all these old men, it would never end. I am very satisfied with what Raul said. He is keeping his promise."

Since taking over from Fidel in 2006, Castro has instituted a slate of important economic and social changes, expanding private enterprise, legalizing a real estate market and relaxing hated travel restrictions.

Still, the country remains ruled by the Communist Party and any opposition to it lacks legal recognition.

Castro has mentioned term limits before, but he has never said specifically when he would step down, and the concept has yet to be codified into Cuban law.

If he keeps his word, Castro will leave office no later than 2018. Cuban-American exiles in the United States have waited decades for the end of the Castro era, although they will likely be dismayed if it ends on the brothers' terms.

Nevertheless, the promise of a change at the top could have deep significance for U.S.-Cuba ties. The wording of Washington's 51-year economic embargo on the island specifies that it cannot be lifted while a Castro is in charge.

When Raul Castro hinted at his retirement plans on Friday, it earned a sharp response from Rep. Ileana Ros-Lehtinen, a Cuban-American Republican from Florida, who called it a ploy.

"If dictator Raul Castro states that he will retire in five years, there will still be no real change for the Cuban people so long as the Castro brothers remain in any form of leadership position, even behind the scenes," she said. "The U.S. should not change its policy of isolation of the Cuban regime."

Fidel Castro is 86 and retired, and has appeared increasingly frail in recent months. He made a surprise appearance at Sunday's gathering, receiving a thunderous ovation from lawmakers.

Some analysts have speculated that the Castros would push a younger member of their family into a top job, but there was no hint of that Sunday.

While few things are ever clear in Cuba's hermetically sealed news environment, rumblings that Diaz-Canel, an electrical engineer by training and ex-minister of higher education, might be in line for a senior post have grown.

In recent weeks, he has frequently been featured on state television news broadcasts in an apparent attempt to raise his profile.

He also traveled to Venezuela in January for the symbolic inauguration of Hugo Chavez, a key Cuban ally who had been re-elected president but was too ill to be sworn in.

The 612 lawmakers sworn in Sunday also named Esteban Lazo as the National Assembly's first new chief in 20 years, replacing Ricardo Alarcon.

Lazo, who turns 69 on Tuesday, is a vice president and member of the Communist Party's ruling political bureau. Parliament meets only twice a year and generally passes legislation unanimously without visible debate.

The legislature also named as vice presidents of the ruling Council Machado Ventura; comptroller general Gladys Bejerano; second Vice President Ramiro Valdes; Havana Communist Party secretary Lazara Mercedes Lopez Acea; and Salvador Valdes Mesa, head of Cuba's labor union.

British cardinal rejects "inappropriate behaviour" allegations

LONDON (Reuters) - Britain's most senior Roman Catholic cleric, a cardinal expected to take part in the conclave to choose the next pope, rejected allegations on Sunday that he had behaved in an "inappropriate" way with other priests.

The Observer newspaper said Cardinal Keith O'Brien, 74, the archbishop of St. Andrews and Edinburgh, who is known for outspoken views on homosexuality, had been reported to the Vatican over allegations of inappropriate behaviour stretching back 30 years.

"Cardinal O'Brien contests these claims and is taking legal advice," a spokesman for the cardinal said.

Three priests and a former priest, from a Scottish diocese, have complained to the Vatican and demanded O'Brien's immediate resignation, the newspaper said, adding that they wanted the conclave to choose Pope Benedict's successor to be "clean".

The Observer gave little detail on the allegations but said one complainant had said O'Brien made an inappropriate approach after night prayers. Another priest complained of unwanted behaviour by O'Brien after a late-night drinking session.

Last week, O'Brien advocated allowing Catholic priests to marry as many found it difficult to cope with celibacy.

His comments last year labelling gay marriage a "grotesque subversion" landed him with a "Bigot of the Year" award from gay rights group Stonewall.

The Catholic Church's handling of the sexual abuse of children and others by priests has dogged the papacy of Benedict, who is due to step down on Thursday after becoming the first pope in centuries to choose to resign.

The next leader of the world's 1.2 billion Catholics will be chosen by 117 cardinals in the Vatican's Sistine Chapel.

Almost 10,000 people have signed a petition urging a U.S. cardinal not to take part in selecting the next pope, saying to do so would insult victims of sexual abuse by priests committed while he was Archbishop of Los Angeles from 1985 to 2011.

'Sugar Man' wins Oscar for best documentary

LOS ANGELES (AP) ? "Searching for Sugar Man," the heartwarming chronicle of a forgotten musician's rediscovery, has won the Academy Award for best documentary.

Directed by the Swedish filmmaker Malik Bendjelloul, "Searching for Sugar Man" tells the story of the Detroit singer-songwriter Rodriguez who disappeared from public after releasing an album in the early '70s, but developed an unlikely cult following in South Africa.

The other nominees Sunday night were "5 Broken Cameras," ''The Gatekeepers," ''How to Survive a Plague" and "The Invisible War."

The voting process for the documentary category underwent an overhaul this year intended to limit the nomination of obscure films, and ensure that a larger group of documentary filmmakers winnowed the nominees.

The 85th Academy Awards are airing live from the Dolby Theatre in Los Angeles with host Seth MacFarlane.

Breast cancer patients will now have an effective and less toxic therapeutic option.

The Food and Drug Administration (FDA) has given the go-ahead to a new drug therapy for patients with HER2-positive - particularly aggressive form of breast cancer.

On Friday, the Food and Drug Administration (FDA) approved the new treatment drug, Kadcyla (trastuzumab emtansine), also known as TDM-1, which combines Traztuzumab, also called Herceptin, with the powerful chemotherapy drug emtansine.

The drug therapy is developed by Roche-owned Genentech, which funded the study.

Results from clinical trials of the drug TDM-1, known as "Super Herceptin," showed that it was more effective and less toxic than the standard regimen for this type of tumour.

The medication kept patients free of disease for longer than the standard chemotherapy regimen.

HER-2 positive breast cancer patients have been found to be positive for carrying a protein that promotes the growth of cancer cells.

TDM-1 is taken directly to cells that have the HER2 protein on the membrane, such as the cancer cells, while sparing normal cells. This results in less toxicity from the chemotherapy drug, reports Science Daily.

"TDM-1 works like the original drug Herceptin by hunting down and interfering with the cancer cells," said Melody Cobleigh, director of the Comprehensive Breast Centre at Rush centre, Illinois and lead investigator of the TDM-1 clinical trials at Rush.
