Syrian troops reportedly pound Aleppo

Northern Syria (CNN) -- Rebels captured a government military base Monday on the outskirts of Aleppo, the hotly contested Syrian metropolis that has seen more than a week of bloody clashes.

The base had about 200 Syrian troops and appeared to be under attack by rebels from three sides overnight.

"The battle lasted around nine hours," said Fazad Abdel Nasr, a rebel commander working in the northern Aleppo suburbs. Nasr said six regime soldiers and four rebel fighters were killed.

The rebels also gained heavy equipment to supplement the lesser weapons they had been fighting with.

"We captured four tanks in good condition, and they are now in the hands of the Free Syrian Army. Two were destroyed," Nasr added.

Despite the boost for rebels, the relentless battle for Syria's largest city raged on Monday. Regime forces launched missiles and shelled from attack helicopters, opposition activists said.

Aleppo, Syria's commercial and cultural hub, has seen a mass exodus amid the violence. About 200,000 people in and around Aleppo have fled shelling and heavy weapon fire in the past two days, Valerie Amos, the U.N.'s under-secretary-general for humanitarian affairs, said Sunday.

Conflicting reports emerged Monday on who controlled the major Aleppo neighborhood of Salahuddin, which rebels had claimed days earlier. Both opposition fighters and the regime said Monday they had taken over Salahuddin.

With no end to the country's 16-month crisis in sight, French Foreign Minister Laurent Fabius said his country will take more action to try to stop the bloodshed.

"As France is taking over the presidency of the U.N. Security Council on August 1, we are going to ask -- before the end of the week -- for a meeting of the Security Council, probably at a ministerial level ... to try and stop the massacres and prepare for the political transition," Fabius told French RTL radio on Monday.

Also on Monday, a Syrian brigadier general -- who is also a deputy police chief of Latakia -- defected to Turkey, the Turkish Foreign Ministry said. Another 11 Syrian officers also defected overnight, the ministry said. The total number of Syrians who have fled to Turkey has reached 43,500.

Meanwhile, fighting words continued between Syrian President Bashar al-Assad's regime and opponents near and far.

Syrian Foreign Minister Walid Moallem gave ominous words Sunday about the battle for Aleppo, vowing that rebels would not gain control of the city.

"Since last week, (opposition fighters) planned for whatever they called the 'great Damascus battle,' but they have failed after one week," Moallem saidin referring to a rebel offensive beaten back earlier this month. "That's why they moved to Aleppo, and I can assure you that they will fail."

He made his comments during a trip to Iran, one of his nation's few remaining allies.

But U.S. Defense Secretary Leon Panetta predicted Sunday that the Syrian regime's violent crackdown in Aleppo will prove "a nail in Assad's coffin" by turning even more people against al-Assad and his government.

At least 114 people were killed across Syria on Sunday, according to the opposition Local Coordination Committees of Syria; 11 of the dead were from Aleppo.

Elsewhere, 41 people were killed in Damascus and its suburbs, including 18 people whose bodies found charred on farms in Moadamiyeh, the LCC said.

Syrian TV reported that "terrorists" suffered heavy losses after clashes in three Aleppo neighborhoods.

With reports of incessant attacks rocking Aleppo, the head of a prominent Syrian opposition group pleaded for world allies to help arm rebels.

"Our friends and allies will bear responsibility for the terrifying massacres that will happen in Aleppo if they don't move soon," Abdulbaset Sieda, head of the Syrian National Council, said Saturday.

He urged allies to act outside of the U.N. Security Council, as resolutions there can be vetoed.

"The rebels now are fighting with primitive types of weapons against the killing machine," Sieda said. "We need weapons that will allow us to stop tanks and planes."

Iran's foreign minister, meanwhile, accused Israel of being behind "a conspiracy against Syria" and gave a warning to the international community.

"It is completely ridiculous and delusive to believe that there is a possibility of creating a vacuum in the leadership in Syria," Iranian Foreign Minister Ali Akbar Salehi said. "We call upon the people of the region to be fully aware and not to move in the wrong direction, because there will be severe consequences that will go beyond the borders of the region to the outside world."

The Syrian crisis started in March 2011, after al-Assad's regime violently cracked down on peaceful protests seeking his ouster. The Assad family has ruled Syria for more than four decades.

More than 20,000 people, mostly civilians, have died in the conflict, the LCC said. Last week, U.N. Secretary-General Ban Ki-moon said almost 17,000 people have died.

In planning for capacity, a DBA must juggle many variables, including user traffic, data volumes, and indexing.
  5. Manage Change
    Whether it is new hardware, new operating systems, new database versions, increased user demand, new business goals, new applications, or added features, DBAs must constantly manage change. Sometimes the change comes without warning like changing business needs or user demand, but DBAs shouldn?t underestimate how much impact database tuning can have on change. Consistent monitoring can spot valuable trends in user volumes and hardware capacity that DBAs can add to the business?s change management process.?

Study finds female athletes rarely and ineffectively used as ad spokespeople

Your best chance to see a female athlete endorsing a product will be during the next few weeks. The Olympics' commercial breaks may be littered with female swimmers, runners and gymnasts, but don't expect to see them much again until the next Olympics. American companies rarely employ female athletes as spokespeople and when they do, according to two University of Delaware professors, they most often do it poorly.

John Antil and Matthew Robinson's upcoming article in the Journal of Brand Strategy suggests advertisers' tactics are creating a cycle of failure for female athlete endorsers. Antil and Robinson, both faculty members in the Alfred Lerner College of Business and Economics, co-authored the article along with Rick Burton, David B. Falk Professor of Sport Management at Syracuse University.

"The way female athletes are being used as endorsers negatively impacts their effectiveness and reduces wider opportunities for other female athletes," Antil said.

Sex Appeal Backfires

He points to advertisers' focus on youth and sex appeal, rather than other defining characteristics, including athletic ability. The researchers conducted nine focus groups on the topic. They asked participants to react to ads and discuss their perceptions. Ads that focused on athletes' attractiveness often elicited negative responses from female participants.

For example, the 2009 'Got Milk?' ad featuring swimmer Dara Torres in a skimpy bathing suit did not impress.

"Respondents suggested this was a poor image for an outstanding athlete who achieved so much while raising a family," the authors said. "Featuring Dara Torres as a middle-aged single mother, able to balance family with work commitments, might be more effective than highlighting her physical attractiveness at age 40. "

Research shows women now purchase or influence 85 percent of all brand purchases. Likability and similarity play key roles in the effectiveness of a celebrity endorsement. Marketers seem to be ignoring both when it comes to female athletes. Researchers found when the endorser was much younger than the targeted consumer, the large difference in age made it difficult for female consumers to relate to them. Consequently, the credibility of the young endorser and the product promoted suffered.

When sex appeal was highlighted, consumers responded negatively, especially when comparing themselves to the spokesperson. The studies' authors say highlighting the similarities between the endorser and the targeted consumer could be a more effective strategy.

The "Who are You?" Factor

Since the introduction of Title IX, the number of female athletes has skyrocketed. Women's participation in high school sports has increased by 904 percent. This year, for the first time, the number of women competing on the American Olympic team surpasses the number of men and pre-Olympics publicity is focusing heavily on female athletes.

Yet, the study's authors wrote that in developing a list of well-known female athletes "the selection of female athletes to include was far more difficult to generate than anticipated."

Familiarity, along with likability and similarity, is a hallmark of an effective spokesperson. This lack of familiarity hinders female athletes work in the advertising world, Antil said.

Other than during the Olympic Games, female athletes have very little opportunity for visibility. Consequently, the authors say, the best opportunity for substantial endorsement contracts for female athletes will be determined over the next few weeks. Though the odds are against them, a female showing performance, personality, and an interesting personal profile could become a new endorsement powerhouse.

This special feature calls for forward thinking around paths of convergence for agriculture, health, and wealth. Such convergence aims for a richer integration of smallholder farmers into national and global agricultural and food systems, health systems, value chains, and markets. The articles identify analytical innovation, where disciplines intersect, and cross-sectoral action where single, linear, and siloed approaches have traditionally dominated. The issues addressed are framed by three main themes: (i) lessons related to agricultural and food market growth since the 1960s; (ii) experiences related to the integration of smallholder agriculture into national and global business agendas; and (iii) insights into convergence-building institutional design and policy, including a review of complexity science methods that can inform such processes. In this introductory article, we first discuss the perspectives generated for more impactful policy and action when these three themes converge. We then push thematic boundaries to elaborate a roadmap for a broader, solution-oriented, and transdisciplinary approach to science, policies, and actions. As the global urban population crosses the 50% mark, both smallholder and nonsmallholder agriculture are keys in forging rural?urban links, where both farm and nonfarm activities contribute to sustainable nutrition security. The roadmaps would harness the power of business to reduce hunger and poverty for millions of families, contribute to a better alignment between human biology and modern lifestyles, and stem the spread of noncommunicable chronic diseases.

Despite its thin and light design, using the Apple iPad isn't always the most ergonomically sound affair. There are a number of stands and cases designed to address this issue, but the Speck HandyShell ($54.95 direct) is something of a combination of the two. Like most cases, it will add protection to your tablet, but the real killer feature here is the collapsible handle on the back, which acts as a versatile stand, handgrip, and hanging hook.?There are two separate products listed on Speck's site, one for the iPad 2 and one for the New iPad, but I tested the New iPad version and found the fit was perfect for both.?

The case itself is fairly standard, with a hard matte plastic back with a softer rubber outer ridge that allows the iPad to slip easily in and out of the case. There are cutouts for the headphone jack, camera, lock switch, speaker, and 30-pin port. There are built-in rubber buttons for Power and Volume, and all the ports are easily accessible. The outer edge wraps around the bezel, adding protection from light bumps for the iPad's screen. The HandyShell weighs 0.46 pounds and makes the iPad about an inch thick at its thickest point, so it's going to add some heft to the otherwise svelte tablet. Also, keep in mind that the HandyShell is not Smart Cover compatible. There are three color combos to choose from; black and grey, black and yellow, or pebble and lilac (gray and purple).?

That thickness accommodates the aforementioned handle, and given the usefulness of that addition, I'd say it's a worthwhile tradeoff. The rounded handle is about 5.5 inches long and 3 inches wide, with a rubberized finish that improves grip. There is a single hinge at the bottom that has a nice weight to it, allowing it to hold any angle under the weight of the iPad itself. The handle functions as a vertical and horizontal stand to prop your tablet up. It also serves as a hook for hanging the tablet up, which is useful for keeping the tablet in sight but off of potentially dirty surfaces?like while cooking. The handle also alleviates hand strain and fatigue from one-handed use, providing a secure grip and more even weight distribution. ??

All told, the Speck HandyShell is one of the simplest and most genuinely useful iPad cases I've tested. The closest competitor to come through our labs, in terms of function, is the Octa Vacuum Dock + WhaleTail ($49.95, 3.5 stars), which adds a comfortable handgrip and adjustable stand, but does not provide any protection and is a bit more awkward to take on the go. The HandyShell will add some bulk and it's a bit expensive at $55, but given the solid level of protection and extremely versatile handle, this is definitely one case worth checking out.?

Alvin Brown, Jacksonville Mayor, Won't Support Obama

A Democratic mayor in the crucial swing state of Florida has no intention of helping President Barack Obama win re-election -- and he may not vote for him in November, either.

Citing a campaign promise not to get involved in partisan politics, Alvin Brown, the mayor of Jacksonville, told the Tampa Bay Times he wasn't going to support Mitt Romney, but he wasn't going to say who he would vote for, either.

"I'm not going to get involved in presidential politics. I'm not getting involved in any campaigns,'' he said, adding "I ran a bipartisan campaign, I have a bipartisan administration with Republicans and Democrats. I made a promise I would focus on governing, not politics."

Jacksonville has been a Republican stronghold for the last 20 years, and Brown won a surprising election in 2011 with an eight-tenths-of-a-percent margin of victory.

Study of anti-AIDS vaginal ring begins in Africa

WASHINGTON (AP) ? A monthlong HIV blocker that women could use for protection without their partners knowing? Major new research is beginning in Africa to see whether a special kind of vaginal ring just might work.

Giving women tools to protect themselves when their partners won't use a condom is crucial for battling the AIDS epidemic. Women already make up half of the 34.2 million people worldwide living with HIV, the virus that causes AIDS; even more ? 60 percent ? in hard-hit Africa are women.

But developing what are called microbicides has proved difficult. Previous research found an experimental anti-AIDS vaginal gel offered partial protection, but remembering to use it every time they have sex would be a hurdle for some women.

The new attempt: a vaginal ring that's inserted once a month and slowly oozes an anti-AIDS drug into the surrounding tissue.

The work marks an attempt at "the next generation of women-focused prevention tools," Dr. Carl Dieffenbach of the National Institutes of Health said Tuesday in announcing the new research at the International AIDS Conference.

"We need options that fit readily into women's lives," added Dr. Sharon Hillier of the University of Pittsburgh and the Microbide Trials Network, which is conducting the NIH-funded study.

Developed by the nonprofit International Partnership for Microbicides, the silicone ring contains an anti-AIDS drug named dapivirine. Unlike vaginal rings sold today in the U.S., the experimental ring doesn't contain birth control, for now; the focus is on HIV prevention only.

Early-stage studies suggested the ring could work, and women said they liked using it better than a gel, said Dr. Saidi Kapiga of the London School of Hygiene and Tropical Medicine.

Now come the large studies needed to prove whether the ring truly works.

The NIH-funded study, named ASPIRE, will enroll nearly 3,500 women in Malawi, South Africa, Uganda, Zambia and Zimbabwe. They'll receive either a dapivirine-containing vaginal ring or an identical-looking drug-free ring, to be inserted once a month for a year.

The goal is to see whether using the ring lowers women's risk of HIV infection by at least 60 percent.

The first women in Uganda were enrolled Tuesday, Hillier said.

A smaller ring study of 1,650 women got under way last month in South Africa and aims to enroll women in Rwanda and Malawi, too.

Vaginal-based protection should cause fewer side effects than pills, and early-stage studies of the ring found no problems, said Zeda Rosenberg, chief executive of the International Partnership for Microbicides. Also, animal studies show no sign that the ring would harm a fetus if a woman became pregnant while using it, she added.

Rosenberg's group licensed dapivirine from a Johnson & Johnson subsidiary. If the new research pans out, the partnership hopes to seek approval to sell the ring in 2015.

The first study to find even partial success with a microbicide used a vaginal gel made with the widely used AIDS drug tenofovir. Earlier-stage research is under way to develop a variety of gels, vaginal films and vaginal rings containing that and other drugs, Rosenberg said. Eventually, she said, a goal is for a combination ring that offers both HIV protection and birth control.

Also Tuesday, researchers reported more evidence that male circumcision is an important HIV-prevention tool in Africa, where it helps protect men from becoming infected by female partners.

In Orange Farm, South Africa, just over half of the 52,000 men had been circumcised by last year, up from 17 percent in 2008. Circumcised men had half the rate of HIV infection as the uncircumcised, said Bertran Auvert of France's University of Versailles. He estimated that 1,000 new infections were avoided last year as a result.

Palestinian cash crisis getting worse: minister

RAMALLAH, West Bank (AP) ? The cash-strapped Palestinian self-rule government is finding it harder each month to stay afloat, its finance minister said in an interview Thursday.

The Palestinian Authority is struggling with its worst financial crisis in years, in part because key donor countries, including the U.S. and some Arab states, have so far not sent aid they promised for 2012.

"Each month is becoming more and more difficult," Finance Minister Nabeel Kassis, a German-educated nuclear physicist, told The Associated Press at his Ramallah office. "We are tightening the belt, we are having only one meal a day, so to speak, and after a while we will become just too weak to continue."

The Palestinian government had hoped to close a projected $1.1 billion deficit in the 2012 budget of about $4 billion with the help of foreign aid, but is expected to fall short by some $250 million. It has tried to reduce the deficit, among other things by raising income taxes for high earners and cutting back on subsidies.

The Palestinian Authority was set up nearly two decades ago, as part of interim peace agreements that were to lead to the establishment of a Palestinian state by 1999. Israeli-Palestinian talks on the terms of a Palestinian state in the West Bank, Gaza and east Jerusalem ? territories occupied by Israel in 1967 ? have faltered. The last talks were held in 2008, and there's little chance of a new round because the sides disagree sharply on the framework for negotiations.

In a further complication, the Palestinians have had two governments since 2007 ? the internationally backed Palestinian Authority, which administers just over one-third of the West Bank, and the Islamic militant Hamas, which has ruled Gaza since a violent takeover five years ago.

The survival of the Palestinian Authority is seen as key to any future partition deal with Israel.

The past four years have seen high economic growth in the Palestinian territories, as much as 9 percent a year, following a long period of strife-driven downturn. The upswing prompted hopes that the Palestinian government could gradually become self-sufficient and wean itself off foreign aid.

However, the World Bank noted in a report released Wednesday that the growth is not sustainable because it's largely driven by aid. Services, real estate and other non-tradable sectors have increased, but manufacturing and agriculture have declined.

"The growth you see is artificial," said John Nasir, the lead author of the World Bank report.

The World Bank and the International Monetary Fund have long maintained that economic growth in the West Bank and Gaza cannot be sustained without the lifting of Israeli restrictions on Palestinian movement and foreign trade. While the World Bank and the International Monetary Fund agree that the Palestinians have made considerable progress in building the institutions of a future state, Nasir concluded that "the economy is currently not strong enough to support such a state."

Kassis said the international community needs to push harder to end Israel's occupation.

Palestinians are grateful for foreign aid, but it must not be seen as a substitute for political pressure on Israel, he said. "It seems to me that they (influential donor countries) think that by paying from time to time some donor assistance, they think they are off the hook as far as fighting the occupation is concerned," he said. "No, they are not ... Once you end occupation, then you don't need to commit that much money. Then we will be able to stand on our own two feet, at least as any other country with a similar economic situation can do."

The Israeli government has eased some restrictions in recent years, including moving several West Bank roadblocks, but other key obstacles to trade and movement remain in place. Israel blames the Palestinians for the current diplomatic deadlock, saying it is willing to resume negotiations on the terms of a Palestinian state at any time.

The Palestinians say there's no point negotiating as long as expanding Israeli settlements gobble up more and more occupied land.

In a study published online today, 25 July, in the journal EPL (Europhysics Letters), P?draig Mac Carron and Ralph Kenna from Coventry University performed detailed text analyses of the Iliad, the English poem, Beowulf, and the Irish epic, the T?in B? Cuailnge.

They found that the interactions between the characters in all three myths were consistent with those seen in real-life social networks. Taking this further, the researchers compared the myths to four known works of fiction -- Les Mis?rables, Richard III, Fellowship of the Ring, and Harry Potter -- and found clear differences.

"We can't really comment so much on particular events. We're not saying that this or that actually happened, or even that the individual people portrayed in the stories are real; we are saying that the overall society and interactions between characters seem realistic," said Mac Carron.

To arrive at their conclusions, the researchers created a database for each of the three stories and mapped out the characters' interactions. There were 74 characters identified in Beowulf, 404 in the T?in and 716 in the Iliad.

Each character was assigned a number, or degree, based on how popular they were, or how many links they had to other characters. The researchers then measured how these degrees were distributed throughout the whole network.

The types of relationships that existed between the characters were also analysed using two specific criteria: friendliness and hostility.

Friendly links were made if characters were related, spoke to each other, spoke about one another or it is otherwise clear that they know each other amicably. Hostile links were made if two characters met in a conflict, or when a character clearly displayed animosity against somebody they know.

The three myths were shown to be similar to real-life networks as they had similar degree distributions, were assortative and vulnerable to targeted attack. Assortativity is the tendency of a character of a certain degree to interact with a character of similar popularity; being vulnerable to targeted attack means that if you remove one of the most popular characters, it leads to a breakdown of the whole network ? neither of these appears to happen in fiction.

Of the three myths, the T?in is the least believed. But Mac Carron and Kenna found that its apparent artificiality can be traced back to only 6 of the 404 characters.

"In terms of degree distributions, all three myths were like real social networks; this wasn't the case for the fictional networks. Removing the eponymous protagonist from Beowulf also made that network assortative, like real networks.

"For the T?in we removed the 'weak links' associated with the top six most connected characters which had previously offset the degree distribution, this adjustment made the network assortative," continued Mac Carron.

The researchers hypothesise that if the society of the T?in is to be believed, the top six characters are likely to have been fused together from other characters as the story passed orally through the generations.

The researchers acknowledge that there are elements of each of the myths that are clearly fantasy, such as the character Beowulf slaying a dragon; however, they stress they are looking at the society rather than specific events. Historical archaeological evidence has been interpreted as indicating that some elements of the myths, such as specific locations, landmarks and characters, are likely to have existed.
